Bad public user name or password. PRM DBAccess Error: Connection attempt to database failed with message Cannot find OCI DLL: ;


The cause of the issue was due to missing Oracle Client files on the local machine.
- Go to the Oracle Instant Client Downloads page: https://www.oracle.com/database/technologies/instant-client/downloads.html
- Download the necessary zip file and unzip to a local drive

- Note: No files need to be installed at this stage
- On the Windows Start menu, type “envi” and select “Edit environment variables for your account”

Ensure a variable is entered for Path as per the image and your file location
